Hanley Hills Precinct

Village of Hanley Hills, Missouri

The Village of Hanley Hills is located in Mid St. Louis County in the northeast corner of the intersection of Page Avenue and Hanley Road. Important roads to the community of Hanley Hills are Page Avenue, Hanley Road and other neighborhood streets. The Village of Hanley Hills was incorporated in 1948.

The Village of Hanley Hills joined NCPC in 2020.  

Lt. Charles Moutray

  • Charles Moutray, aka “Tony,” was promoted to the rank of Lieutenant on July 17, 2024.
  • Tony began his professional law enforcement career in 2001 and, over the years, has been assigned to several specialized units. He spent 2002 to 2005 on a multi-jurisdictional Special Response Team and from 2005 to 2010 as a member of the Major Case Squad of Greater St. Louis. He also served as a deputized member of the Jefferson County Youth Alcohol Task Force.
  • In September 2020, Tony joined the NCPC team and was quickly promoted to Corporal in 2021, later earning the rank of Sergeant. 
  • Early in his career with the NCPC, he was given the opportunity to oversee the fleet of patrol vehicles, managing maintenance, upkeep, officer assignments, and vehicle precinct assignments. 
  • Tony received his certification as a Field Training Officer through the Missouri State Highway Patrol in 2005 and is currently a training officer for the department, which he describes as another challenging but rewarding responsibility.
  • When asked about the concept of the North County Police Cooperative, Lt. Moutray said, “This agency is my home! I am optimistic and enthusiastic about growing and continuing to become part of its foundation, which will be built upon for many, many years to come.”

  • Lt. Charles Moutray currently serves as the Precinct Commander for Hanley Hills and the Commander of Fleet Management.
